Cumhuriyet&#8217;in kurulu\u015fuyla birlikte, yeni devletin kurucular\u0131, Osmanl\u0131 d\u00f6neminden kalma gelenek ve g\u00f6renekleri a\u015farak modern bir toplum yaratma amac\u0131ndayd\u0131lar. Bu ama\u00e7 do\u011frultusunda ger\u00e7ekle\u015ftirilen reformlardan biri de k\u0131yafet devrimi oldu. \u015eapka Kanunu, bu devrimin bir simgesi olarak, sadece bir giyim de\u011fi\u015fikli\u011fi de\u011fil, ayn\u0131 zamanda toplumsal ve k\u00fclt\u00fcrel d\u00f6n\u00fc\u015f\u00fcm\u00fcn de bir ifadesiydi.<\/p><p><strong>\u015eapka Kanunu\u2019nun Arka Plan\u0131<\/strong><\/p><p>Mustafa Kemal Atat\u00fcrk, modern bir T\u00fcrkiye in\u015fa etme yolunda, k\u0131yafetin Bat\u0131l\u0131la\u015fma ve \u00e7a\u011fda\u015fla\u015fma y\u00f6n\u00fcndeki \u00f6nemine vurgu yap\u0131yordu. Kastamonu\u2019da yapt\u0131\u011f\u0131 \u00fcnl\u00fc konu\u015fmas\u0131nda, \u201cFikrimiz, zihniyetimiz, tepeden t\u0131rna\u011fa kadar medeni olacakt\u0131r. \u015eapka, bu fikri ink\u0131lab\u0131n sembol\u00fcd\u00fcr\u201d s\u00f6zleriyle \u015fapkan\u0131n modern T\u00fcrkiye\u2019nin bir simgesi olaca\u011f\u0131n\u0131 belirtti.<\/p><p>\u015eapka Kanunu\u2019nun kabul\u00fcnden \u00f6nce Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nda ba\u015fl\u0131k olarak fes yayg\u0131nd\u0131. Fesin kullan\u0131m\u0131na dair yap\u0131lan d\u00fczenlemeler, Osmanl\u0131 modernle\u015fme s\u00fcrecinin de bir par\u00e7as\u0131yd\u0131. 1826\u2019da Asakir-i Mansure-i Muhammediye&#8217;nin kurulmas\u0131yla fes, ordunun resmi ba\u015fl\u0131\u011f\u0131 olarak kabul edildi ve k\u0131sa s\u00fcrede t\u00fcm Osmanl\u0131 toplumuna yay\u0131ld\u0131. Ancak 20. y\u00fczy\u0131l ba\u015flar\u0131nda, fes geri kalm\u0131\u015fl\u0131\u011f\u0131n ve Do\u011fu-Bat\u0131 ikileminin bir sembol\u00fc olarak g\u00f6r\u00fclmeye ba\u015fland\u0131.<\/p><p><strong>Kastamonu Seyahati ve Kanunun Kabul\u00fc<\/strong><\/p><p>23 A\u011fustos 1925&#8217;te Mustafa Kemal Atat\u00fcrk, Kastamonu\u2019ya bir ziyaret ger\u00e7ekle\u015ftirdi. Bu ziyaret, \u015eapka Kanunu\u2019nun \u00f6nc\u00fcs\u00fc olarak kabul edilir. Atat\u00fcrk, Kastamonu\u2019da halkla bulu\u015ftu ve ba\u015f\u0131ndaki \u015fapkay\u0131 \u00e7\u0131kararak modernle\u015fmenin sembol\u00fc olarak halka g\u00f6sterdi. Bu hareket, toplumda b\u00fcy\u00fck yank\u0131 uyand\u0131rd\u0131 ve k\u0131sa s\u00fcre i\u00e7inde kanunla\u015fma s\u00fcreci ba\u015flad\u0131.<\/p><p>Kastamonu\u2019daki bu bulu\u015fmada, Atat\u00fcrk \u015fapka giymenin modern bir millet olman\u0131n gereklili\u011fi oldu\u011funu vurgulad\u0131. Bu konu\u015fman\u0131n ard\u0131ndan, h\u00fck\u00fcmet h\u0131zla harekete ge\u00e7ti ve 25 Kas\u0131m 1925\u2019te 671 No&#8217;lu \u015eapka \u0130ktisas\u0131 Hakk\u0131nda Kanun \u00e7\u0131kar\u0131ld\u0131. Bu kanun, devlet memurlar\u0131na ve t\u00fcm resmi g\u00f6revlilere \u015fapka giyme zorunlulu\u011fu getirdi ve fes gibi geleneksel ba\u015fl\u0131klar\u0131n kullan\u0131m\u0131n\u0131 yasaklad\u0131.<\/p><p><strong>Toplumsal Tepkiler ve Direni\u015f<\/strong><\/p><p>\u015eapka Kanunu, T\u00fcrkiye\u2019nin baz\u0131 b\u00f6lgelerinde b\u00fcy\u00fck tepkilerle kar\u015f\u0131la\u015ft\u0131. \u00d6zellikle dini inan\u00e7lar\u0131n ve geleneksel ya\u015fam bi\u00e7imlerinin h\u00e2kim oldu\u011fu Anadolu\u2019nun baz\u0131 kesimlerinde, bu yeni d\u00fczenleme, toplumun de\u011ferlerine bir sald\u0131r\u0131 olarak alg\u0131land\u0131. Erzurum, Rize, Sivas ve Mara\u015f gibi \u015fehirlerde halk, geleneksel ba\u015fl\u0131klar\u0131ndan vazge\u00e7meyi reddetti ve yer yer direni\u015fler ya\u015fand\u0131.<\/p><p>Bu direni\u015fler, devletin sert m\u00fcdahalesiyle bast\u0131r\u0131ld\u0131. \u00d6rne\u011fin, Erzurum\u2019da ya\u015fanan bir olayda, halk ayaklanmas\u0131 sonucunda birka\u00e7 ki\u015fi idam edildi. Rize\u2019de de benzer bir direni\u015f ya\u015fand\u0131; halk \u015fapka giymeyi reddederek h\u00fck\u00fcmete kar\u015f\u0131 ayakland\u0131. Bu ayaklanmalar, \u0130stiklal Mahkemeleri taraf\u0131ndan h\u0131zla bast\u0131r\u0131ld\u0131 ve bir\u00e7ok ki\u015fi idam cezas\u0131na \u00e7arpt\u0131r\u0131ld\u0131. Bu t\u00fcr olaylar, \u015eapka Kanunu\u2019nun uygulanmas\u0131n\u0131n ne kadar zorlay\u0131c\u0131 ve sanc\u0131l\u0131 bir s\u00fcre\u00e7 oldu\u011funu g\u00f6sterir niteliktedir.<\/p><p><strong>Tarihsel De\u011ferlendirme<\/strong><\/p><p>\u015eapka Kanunu\u2019nun k\u00f6kenleri Osmanl\u0131 \u0130mparatorlu\u011fu\u2019na kadar uzan\u0131r. 2. Mahmud\u2019un reformlar\u0131 s\u0131ras\u0131nda, Osmanl\u0131 ordusunda yap\u0131lan k\u00f6kl\u00fc de\u011fi\u015fiklikler sonucunda fes, Osmanl\u0131\u2019n\u0131n resmi ba\u015fl\u0131\u011f\u0131 haline geldi. 1826 y\u0131l\u0131nda Yeni\u00e7eri Oca\u011f\u0131&#8217;n\u0131n kald\u0131r\u0131lmas\u0131yla birlikte, Osmanl\u0131 ordusunda \u00fcniforma ve ba\u015fl\u0131k de\u011fi\u015fiklikleri yap\u0131ld\u0131. Kaptan-\u0131 Derya Koca H\u00fcsrev Pa\u015fa\u2019n\u0131n Tunus\u2019tan getirdi\u011fi fes, ilk kez donanma taraf\u0131ndan kullan\u0131lmaya ba\u015fland\u0131 ve k\u0131sa s\u00fcrede Osmanl\u0131 toplumunun en yayg\u0131n ba\u015fl\u0131\u011f\u0131 haline geldi.<\/p><p>Fes, dini gerek\u00e7elerle de kabul g\u00f6rd\u00fc. Secdeye engel olmamas\u0131, onun geleneksel ba\u015fl\u0131klar aras\u0131nda h\u0131zla benimsenmesini sa\u011flad\u0131. Ancak, fesin kabul\u00fc de kolay olmad\u0131. Osmanl\u0131 toplumunda, bu yeni ba\u015fl\u0131\u011f\u0131n zorunlu k\u0131l\u0131nmas\u0131, kimi zaman direni\u015flerle kar\u015f\u0131land\u0131. Zamanla fes, Osmanl\u0131 kimli\u011finin bir sembol\u00fc haline geldi. Ancak 20. y\u00fczy\u0131l\u0131n ba\u015f\u0131nda, Bat\u0131&#8217;n\u0131n etkisi alt\u0131na giren Osmanl\u0131 ayd\u0131nlar\u0131, fesin geri kalm\u0131\u015fl\u0131\u011f\u0131n bir sembol\u00fc oldu\u011funu d\u00fc\u015f\u00fcnmeye ba\u015flad\u0131.<\/p><p>\u015eapka Kanunu, T\u00fcrkiye\u2019nin Bat\u0131l\u0131la\u015fma ve modernle\u015fme \u00e7abalar\u0131n\u0131n en \u00e7arp\u0131c\u0131 sembollerinden biri olarak tarih sahnesinde yerini ald\u0131. Bu kanun, sadece bir giyim d\u00fczenlemesi de\u011fil, ayn\u0131 zamanda bir kimlik d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc simgeliyordu. T\u00fcrkiye Cumhuriyeti, Osmanl\u0131\u2019n\u0131n geleneksel yap\u0131s\u0131ndan koparak, modern ve Bat\u0131l\u0131 bir toplum olma yolunda ad\u0131mlar at\u0131yordu. \u015eapka Kanunu, bu d\u00f6n\u00fc\u015f\u00fcm\u00fcn en \u00f6nemli ad\u0131mlar\u0131ndan biri olarak kabul edilir.<\/p><p>Ancak bu d\u00f6n\u00fc\u015f\u00fcm, her zaman kolay ve sorunsuz olmad\u0131. Toplumun farkl\u0131 kesimlerinden gelen tepkiler, \u015eapka Kanunu\u2019nun ne denli radikal bir de\u011fi\u015fim oldu\u011funu ortaya koyuyordu. Kanunun uygulanmas\u0131 s\u0131ras\u0131nda ya\u015fanan olaylar, devletin modernle\u015fme politikalar\u0131n\u0131n toplumsal kar\u015f\u0131l\u0131\u011f\u0131n\u0131 ve direni\u015fi anlamak i\u00e7in \u00f6nemli bir g\u00f6sterge niteli\u011findedir.<\/p><p><strong>Sonu\u00e7<\/strong><\/p><p>\u015eapka Kanunu, T\u00fcrkiye Cumhuriyeti\u2019nin modernle\u015fme s\u00fcrecinde kritik bir rol oynam\u0131\u015f, toplumun Bat\u0131l\u0131la\u015fma yolunda att\u0131\u011f\u0131 en \u00f6nemli ad\u0131mlardan biri olmu\u015ftur.
